We are inviting submissions for a competitive proposal for the supply and delivery to the University of Cambridge of the services set out in the below specification.

Request for a consultant or a team of consultants to assess effectiveness, impact and engagement of Corporate Leaders Groups’ website and social media channels to propose a harmonised style and social media – website strategy. This work should be conducted in collaboration with CISL’s Centre for Policy and Industrial Transformation, which convenes the UK and European Corporate Leaders Group.

Scope of work

The CLG Secretariat is seeking a (or a team of) dynamic and savvy social media, website and digital communication consultant(s) to engage for 10 working days during the period 20 July- 10 October 2022. The consultant(s) will undertake an audit of CLGs’ use of social media and website, provide recommendations for a potential restructuring of the website and develop a digital communication strategy, support the Secretariat in technical aspects of implementing the strategy as well as develop materials for a digital campaign to be launched in October 2022.

Specific responsibilities in the given period are explained below :

  • Join the kick off and other meetings with the CLG Secretariat and CISL comms team
  • Perform audits on the CLGs’ digital environment, website and the use of social media
  • Develop a social media strategy, short, middle and long term
  • Support the CLG Secretariat in implementing the strategy through presenting relevant tools and provide trainings on technical aspects (such as social media ads) if and when needed
  • Develop a list of proposals to update the CLG website in a user-friendly way
  • Develop social media materials, in line with CISL and CLG Europe’s visual identity  for CLG Europe's campaign in autumn

Profile

  • Established knowledge of the social and political digital campaign techniques, communications approaches, tools (such as Onalytica), and methodologies for planning, executing and monitoring social media activities.
  • Experience managing sponsored social media campaigns
  • Strong visual eye, sound working knowledge of digital communications tools and channels.
  • Knowledge of the EU political and social sectors digital campaigning sphere.
  • Strong organizational, research and analytical skills. High attention to detail.
  • Experience in producing impactful visuals
  • Experience in using email marketing tools e.g. Mailchimp or similar would be an advantage.

Timeline

Appointment deadline: 11 July

Contract start date: 20 July

A kickoff briefing meeting is provisionally scheduled for 15 July 2022.

Deadline for delivery of final products:

Social media audit and social media strategy: mid August 2022

Social media campaign for the CLG campaign in autumn: 30 September 2022

The service provider(s) will also be expected to be available to participate in structured online discussions with the CLG Europe team over the period of the contract. Specific time and dates are to be confirmed.

Criteria

The University intends to award to the most economically advantageous offer or offers in accordance with the following criteria:

  • Suitability of proposed approach (25%)
  • Demonstrate understanding of brief (25%)
  • Relevant experience (25%) 
  • Value of quotation (25%)

The University will regard submissions as confidential until award.  Information you believe would be exempt from disclosure under the Freedom of Information Act 2000 after award must be individually identified in your submission together with the reason for the exemption and for the non-disclosure period claimed.

Variant bids may be submitted but must clearly identify all variants from the University’s specification and state all cost implications.

Proposals and supporting documents shall be in English.  Any contract subsequently entered into will be subject to English law and jurisdiction. Unless otherwise agreed in writing, proposals and orders are issued subject to the University’s Standard Terms, a copy of which is available on request. 

Proposals shall comprise a response to the specification and a pricing schedule.
